I have the honour to acknowledge the receipt of your
communication of the 23rd instant on the subject of the Green Island Cement Company's claim in connection with limestone, in which you inform me that my letter of September 22nd 1913, in effect waived the question of compensation should brport be resum➡
ed.
I would point out, however, that the statement quoted
by you in the letter referred to by no means implies, nor was it intended to imply, any such relinquishment.
Nor did His Majesty's Minister in discussing the matter with the Tai Chiso Pu at any time let it be understood that the claim would be abandoned, a fact of which the Board is well aware, The letter which I have addressed to Lung Tutu on the date men- tioned was written with a view to securing an immediate resumption of export and was an appeal to him to refrain from reiterating arguments of his predecessors in office which had time and again been refuted. Even were one to admit that it could be construed inthe sense in which you haveconstrued it, my Memorandum of May 9th and subsequent statements made by me personally to General Lung at an interview which I had with him, afford proof that the claim was being, and would be pressed. Any mitigation thereof which might have resulted from prompt action in September last year was unfortunately rendered impossible by the fact that it was not until July of this year nine months afterwards that satis- faction was obtained. It having thus been incontrovertibly established that the business of the Green Island Cement Company was paralysed for a period extending over three years by a
